IV International Byulbyul Competition was 26 October - 6 November 2007.

Its participants were young singers from Azerbaijan, Georgia, Kazakhstan, Russia, Turkey, Uzbekistan, and Ukraine.  

Chairman of the jury was People’s Artist of the USSR, Hero of Socialist Labor, Professor Irina Arkhipova (Russia).

Deputy Chairman was People’s Artist of the USSR, Professor Farhad Badalbeyli (Azerbaijan).
